Why does sending an order to the carrier fail over the address?

Sending fails when no area-mapping row matches the shipping address country and city, showing Address is not mapped for this carrier. To fix it, open Shipping Carrier Integrations at /dashboard/shipping, add a row with the store country and city plus the carrier city id, then save until Area mapping saved appears.
