Vareons calculates the shipping price on the server from the merchant price table for the order destination in order: city, then country, then governorate, then the default price, without trusting any browser-sent value. Per-product shipping rules can override the table price according to the cart mode: largest price, sum of prices, or the table price with a single free-shipping product exception.
